Galton's mental tests measured such things as the highest pitch a person could hear, and how well he or she could distinguish small differences in weights, colours, smells, tactile stimuli and the lengths of lines. It follows from this tradition that those with greater sensory perception are more intelligent. ;)

The aim of the test was to devise programs that encouraged or discouraged certain people from having children. Huh? He believed that intelligence can be inherited.
